Q235B steel is low carbon steel with main application in bridges, ships building, etc. ASTM A131 grade B is marine steel with most wide use in ship building. So we can learn that both Q235B steel and ASTM A131 grade B are for ship building purpose. With close chemical composition and mechanical properties, sometimes Q235B steel can also play the role of ASTM A131 grade B.

There is no big difference between the chemical composition of Q235B steel and ASTM A131 grade B, but the tensile strength of ASTM A131 grade B is little higher than Q235B steel for general. Strictly speaking, Q235B steel can not be regarded as ASTM A131 grade B equivalent. Usually ASTM A131 grade B needs classification society certicate, Q235B steel is not special shipbuilding steel and can not get the certificate. But if there is no requirement of classification society certicate, and the budget is very tight, Q235B steel can be considered under guidance of engineer or technician.
